Hi Sherry,

Availability of SSL support will depend on which MongoDB 3.2 installation 
package you downloaded. The "legacy" builds do not include SSL; this should 
be highlighted on the downloads page if you choose a different package 
version: https://www.mongodb.org/downloads#production.

If you download the standard Windows install package for MongoDB 3.2 
("Windows 64-bit 2008 R2+") this should include SSL support.

If you're still having trouble, can you confirm the specific installation 
package & version you downloaded? I would also try installing the latest 
3.2.x package from mongodb.org.
